If the university receives less than its negotiated research and development rate, the university subsidizes the sponsored project. As a general rule, this is not allowed for projects funded by foreign sponsors or for-profit groups, as this would be a gift of public funds for the benefit of the private sector. With respect to sponsored proposals and agreements that use the federally negotiated rate, the following budget items are excluded from the MTDC: premiums allocated with the May 23, 2012 rates will continue to apply the old rates until the end of the competitive segment and the new rates should apply to competitive extensions. The Regents and the Department of Health and Human Services (DHHS) have signed a new agreement on facilities and administrative costs effective November 27, 2017. These rates should be used for proposals submitted to public or non-profit organizations that are not allowed to waive an indirect cost policy. Campus rates in San Francisco are printed below for all new renewal, revision and competition proposals, contracts or subcontractors. The campus has a new multi-year and administrative facilities (indirect costs) of agreement rates with the Confederation. The agreement of 24 October 2019 sets the rates of R D applicable to federal and non-federal sponsor awards. Berkeley`s last collective agreement expired on June 30, 2016, but allowed for the provisional pursuing of existing rates until a new collective agreement was approved. Under the new agreement, the campus search rate will increase to 59.0 percent on July 1, 2020 and 60.5 percent on July 1, 2021. The off-campus search rate will remain at 26.0%.
The Space Sciences Laboratory`s special rate will be 34.0 percent from July 1, 2019 for campus research and 24.5 percent for off-campus research. Rates for other sponsored activities and the Intergovernmental Personnel Act (IAPA) remain unchanged (see timetable below).
